Mens health group sheds light on funding for HIV care

The US Department of Health and Human Services' Office of the Inspector General (OIG) found that, "as previously discussed in our June 2008 report, during FY 2009, a significant amount of federal funding for HIV and AIDS prevention activities [sic] at the Centers for Disease Control and Prevention (CDC) is allocated for male-specific clinical efforts." The total is believed to be over $4.4 million dollars or $6 million per year. The OIG found that "most funding is not spent on programs intended to prevent pregnancy, or for programs aimed at preventing HIV transmission. In fact, while male-specific clinical research may serve important male-specific public health purposes, this funding does not directly address prevention efforts for HIV." While the department is currently reviewing the issue for possible changes to its funding structure, they are "expected to make recommendations for addressing this funding disparity over the next several years." A letter was sent to the Department of Health and Human Services regarding this report and was received yesterday afternoon from Acting Administrator Thomas Baxter. Read the full letter in the following form: "Dear Mr. Baxter: We are writing to you today to confirm a review of data on federal funds for male-specific HIV prevention and treatment activities through April 1, 2010. We appreciate your attention to the issues related to male-specific biomedical research. In recent years, the Department of Health and Human Services has begun to review its policies relating to such research and will continue to review this funding policy when it is completed. We believe that it is important for us to provide a detailed accounting of male-specific research funding, including the amount of federal funds spent directly by the government on specific male-specific research activities. We believe that in light of this finding, the department will seek to enhance awareness of this funding issue through our monthly report on the amount of Federal funds used to pay for male-specific biomedical research. We are providing the following details about our review. As is our practice for reviewing the allocation of funds in support of male-specific biomedical research, the OIG is conducting a follow-up review of male-specific research grants made by HHS, OIG. In addition, the OIG has previously identified funding to the National Institute of Allergy and Infectious Diseases that was not specifically directed toward male-specific biomedical research (NIH).
